Approval of minutes of previous meetings: Motion to approve minutes of March 26, 2019 moved by Gavin McLeod, seconded by Mary Wilson, approved.

Update on Stewardson Way Overpass (Gavin McLeod): Progress continues, large horizontal concrete sections have been added so now it looks like an overpass.
Community Policing Committee (Gavin McLeod): Crime Rates in New Westminster (year‐to‐date till the end of April 2019):
By Area (year‐to‐date): Queensborough 1% decrease, Downtown 5% increase, West End 1% decrease, East End 4% decrease, SkyTrain 5% decrease, Other (includes river) 8% decrease.
Crime Types (year‐to‐date):
Break and Enters (BNE) Overall 15% increase, Businesses (includes: Strata buildings): 78% increase, Residential: 33% decrease, BNE Other (includes: detached garages, sheds, storage lockers and construction sites): 6% increase, Robberies (includes persons, business and institutional), 33% increase, Theft from Auto 13% increase and Theft of Auto 48% increase.
Neighbourhood Traffic Advisory Committee (Frank Norman): reported on the February 26, 2019 meeting. The 2019 Pedestrian Crossing Improvement Program was endorsed. Crosswalks are being installed with flashing amber lights. Mike Anderson & Lisa Leblanc reported on the NTAC Areas of focus for 2019.
New Westminster Police Department 5 Year Strategic Plan Survey (Gavin McLeod): The New Westminster Police Department is launching a community survey to obtain public feedback on how the NWPD is performing in the areas of public safety and community policing. Active between May 27th and June 24th, the anonymous survey is for residents, workers, students and visitors to New Westminster, to assist the department craft its new strategic plan for the future mission and vision of the NWPD and a framework for NWPD engagement with the community for 2020 and beyond. The main focus is to provide a safe community for residents, The survey can be completed in a few minutes. It is available online at: www.nwpolice.org/survey. Walk 30 Challenge, Jane’s Walk, and Feet on the Street Mary Wilson): reported on 3 major walking events. The Walk 30 Challenge (walk 30 minutes per day) involved a competition between New Westminster and Burnaby, participation was very good especially from school kids. New Westminster won the golden shoe trophy. Janes walk took place from. Jane’s walk took place from May 3 to May 5th, the weather was good resulting in increased participation. The “Feet On The Street” event is scheduled for May 30th at  Burnaby Neighbourhood house 4460 Beresford street from 5:30 pm to 9 pm. Keynote speaker will be Mitchell Reardon from Happy city.
Update on the above-ground backyard pool safety bylaws (Elmer Rudolph): The above ground pool has been removed. There is no  bylaw at this time for above ground pools. A bylaw was being created but had errors. A bylaw may be in existence in 6 months (November?).
Public Reaction to Moving the Recycling Depot to Coquitlam (Elmer Rudolph): The existing recycling depot will be removed and replaced by a regional recycling depot in Coquitlam. More products will be accepted. Criticism is based on the lack of accessibility of the site.

NTAC Report (Frank Norman). here was a presentation on the new Canada Games Pool focused on access to the facilities. The existing recycling depot will be replaced by parking. There was a pedestrian signal timing review presentation. The Transport 2050 survey will be available from May to September. TransLink has completed upgrades to the 22nd Street Bus Exchange. Included are improved lighting, a new electric bus charging station, and a widened waiting area.
Marijuana Shops (Oscar Ramos): Oscar reported on concerns with the approval process for marijuana shops.
