  1. Approval of minutes of previous meetings: Motion to approve minutes of September 28th, 2013. Moved by Gavin McLeod and seconded by Heather MacKenzie.
  2. Business Arising From The Minutes: None.
  3. Brian Lowka-Fraserit Construction (variance at 612 13th Street):
Brian Lowka of Fraserit Construction presented his reasons for requesting a variance for driveways at 612 13th Street.
Nomination of W.E.R.A. Representative to Neighbourhood Traffic Advisory Committee: Elmer Rudolph nominated Joanne Dawe as the W.E.R.A. delegate to the Neighbourhood Traffic Advisory Committee; Joanne has been involved with the Neighbourhood Traffic Advisory Committee in the past.
Report on See Click Fix (Mary Wilson): Mary Wilson reported that the city of New Westminster has created an app to report problems to the city; the process consists of noticing a problem, taking a picture with the cell phone and sending the report to the city. The app is available for iphone, android, windows phone and Blackberry. Reported incidents will show up on map on City of New Westminster website. Report on ACTBiPed Committee (Mary Wilson): Mary Wilson reported the November meeting of the ACTBiPed committee, Mary reported that she would apply to be a delegate for next year; Mary also suggested that resident associations should be able to send a delegate to the committee, as issues are different in different parts of New Westminster.
  1. Community Policing Committee Report: Gavin McLeod reported on the November 21st meeting of the committee, Residents should avoid leaving Christmas packages in their cars and there is normally an increase in home break ins during the Christmas season.
Tweedsmuir School Parking Problem and Suggested Solution (Elmer Rudolph): Elmer reported on long standing parking problems with parking on Eighteenth between Hamilton and 8th Ave. Elmer suggested that a cut out could be created on Hamilton next to the school to increase the width of the street; Elmer and Gavin McLeod measured the area and determined the feasibility of the cutout and that the only loss would be a small ornamental tree. Elmer composed a letter and delivered it to City Hall and Lord Tweedsmuir, Elmer was informed that the City Hall letter was forwarded to Traffic Engineering. The letter to Lord Tweedsmuir was not dealt with, the excuse being that the School Board was not copied on the letter. Elmer submitted a second copy.

  1. House Builders Using Public Property To Store Building Waste): Mary Wilson reported that some builders are using the city boulevard to store building materials and waste; Mary reported the problem to bylaw enforcement without success, recently Mary discovered that use of the boulevard is restricted and a permit must be obtained.
  2. Report On Latest Residents’ Association Forum Meeting: Elmer Rudolph reported on the latest meeting, the majority of the meeting was dedicated to discussing the Patullo bridge and traffic increases on Royal Avenue.
  3. Discussion Of W.E.R.A. Financial Account At Community Savings Credit Union: Due to infrequent activity the W.E.R.A account at Community Savings Credit Union receives dormant charges, the credit union advised that one way around that would be to create a $100 term deposit. A ,motion was passed to create a term deposit.
  4. Progress On Delegation To Council On Stewardson Way Pedestrian Overpass: Elmer Rudolph is continuing his to prepare his presentation to City Council.
  5. Annual W.E.R.A. Membership Dues: W.E.R.A. collects $2 annual dues at the AGM meeting in November; dues may be paid later, due to the low cost dues are not pro rated.
  6. Annual Donation To Unity In Action Church: Elmer Rudolph suggested a motion to donate $50 to Unity In Action Church as a way of thanking them for offering the space for our meeting free of charge. A motion to pay the $50 was passed unanimously.
  7. Replacement for Secretary/ Treasurer: Gavin McLeod had an offer to purchase his house so was looking at resigning his position as secretary/ treasurer, the sale did not conclude but the real estate agent promised other offers so the position will become vacant in the near future.
  8. Adjournment And Tentative Date For Next Meeting: Meeting adjourned at 8:35 pm, next meeting tentatively scheduled for January 28, 2014 at Unity In Action Church from 7:00 pm to 9:00 pm.
